OpenAI Reveals It Has Reversed Decision To Abstain From Military Applications

ChatGPT maker will provide AI technology and services to drone maker Anduril. Earlier in OpenAI promised it would not engage in this type of work. Until its partnership with OpenAI, Anduril had been using open-source language models for testing purposes. It seems that the right cause, Ukraine, has provided the impetus for this change of tune.
- Anduril has a $250 million contract to deliver 500 of its Roadrunner counter-drone systems to an unnamed Department of Defense customer.
- The Pentagon’s Chief Digital and AI Office (CDAO) awarded Anduril a $100 million contract to increase production of its Lattice Mesh networking capability.
- This three-year contract will make the Lattice Mesh data distribution platform available to all services and combatant commands.
- Anduril is also on contract to provide hardware and software for the Replicator program. This program aims to field thousands of small drones by next summer.
- The sources do not mention any specific contracts between OpenAI and the Department of Defense.

Countering Drones threats in Ukraine and the Red Sea
- Anduril Industries, a defense technology company, has partnered with OpenAI, the creator of ChatGPT, to enhance counter-drone technology. This partnership aims to leverage OpenAI’s artificial intelligence (AI) models to improve the military’s ability to defend its bases and personnel against drone threats
- The AI models will be trained using Anduril’s extensive data library on counter-unmanned aircraft systems (CUAS) threats and operations. The goal is to enable these models to:
- Swiftly process time-sensitive data.
- Reduce the workload on human operators.
- Enhance situational awareness.
In other words decisions will be augmented or automated?
Anduril is building on these capabilities further by expanding Lattice Mesh, a software suite that allows other companies to tap into Anduril’s software and share data, the company announced today. More than 10 companies are now building their hardware—everything from autonomous submarines to self-driving trucks—into the system, and Anduril has released a software development kit to help them do so. Military personnel operating hardware can then “publish” their own data to the network and “subscribe” to receive data feeds from other sensors in a secure environment. On December 3, the Pentagon’s Chief Digital and AI Office awarded a three-year contract to Anduril for Mesh.
Anduril’s offering will also join forces with Maven, a program operated by defense-data giant Palantir that fuses information from different sources like satellites and geolocation data. It’s the project that led Google employees in 2018 to protest against working in warfare. Anduril and Palantir announced on December 6 that the military will be able to use the Maven and Lattice systems together.
What Other Big Tech Giants have partnered up with the military?
- Anthropic partnered with the defense contractor Palantir to provide “US intelligence and defense agencies” access to its AI models.
- Meta is making its open source Llama AI technology available to US government agencies and contractors working on national security through partnerships with Anduril, Palantir, Booz Allen, Lockheed Martin, and others.

The White House has issued a National Security Memorandum and plant to prioritize Artificial Intelligence as a national security priority. This is a different approach than last year when Executive Order 14110 stated that AI was a safety concern with respects to DEI objectives, making AI development progress a civil rights issue. Google Improves Modeling Individuals Personality

Researchers from Stanford and Google DeepMind demonstrated that AI can effectively replicate human personalities using data from in-depth interviews. This involves training AI models on individuals’ values, preferences, and experiences to create virtual replicas that mimic their behavioral patterns and decision-making processes.
Led by Joon Sung Park, a Stanford PhD student in computer science, the team recruited 1,000 people who varied by age, gender, race, region, education, and political ideology. They were paid up to $100 for their participation. From interviews with them, the team created agent replicas of those individuals. As a test of how well the agents mimicked their human counterparts, participants did a series of personality tests, social surveys, and logic games, twice each, two weeks apart; then the agents completed the same exercises. The results were 85% similar.

Michigan Eliminating Religious Exemptions for Vaccines with HB 6206
Representative Phill Skaggs has introduced 5 bills that will eliminate religious exemptions from vaccine wavers. Covid tyranny is still very much alive when you are forcing parents to vaccinate children.
HB 6205 – Mandatory Health Department “Education Session” and Witness
Revises the process for obtaining immunization exemptions, specifically targeting medical and non-medical exemptions for school-required vaccines.
Mandatory Education Session for Non-Medical Exemptions
- The bill requires parents seeking religious or philosophical exemptions to attend an in-person educational session at their local health department.
- The session will cover the benefits of immunization and the risks of non-immunization.
- This provision raises concerns about imposing undue burdens on families and promoting a one-size-fits-all approach to medical decisions.
Standardized Exemption Forms and Data Collection
- Both medical and non-medical exemptions will necessitate the use of standardized forms developed by the Michigan Department of Health and Human Services (MDHHS).
- These forms will require detailed personal information about the child, parents and their religious views, and healthcare providers.
Medical Contraindication Form
Requires physician’s information, the child’s details, reasons for exemption, and the exemption’s expiration date.

HB 6206 – Exemptions
The bill seeks to amend Section 1177 of the Revised School Code (MCL 380.1177) to eliminate the option for parents or guardians to claim religious or philosophical exemptions from mandatory vaccinations. This means that, if enacted, all children enrolling in public or nonpublic schools in Michigan would be required to be vaccinated against diseases specified by the Michigan Department of Health and Human Services, without exception.
- A statement signed by a physician confirming that the child has been tested for and immunized or protected against the specified diseases
- A signed and completed medical contraindication form (described in Section 9215(3) of the Public Health Code) or a signed and completed nonmedical immunization waiver form (described in Section 9215(4) of the Public Health Code) for any immunization for which a physician’s statement is not submitted
HB 6207 – School Requirements Tied To Funding
- Districts and intermediate districts must report the immunization status of all new K-12 students (and those entering 7th grade) to their local health departments
- Districts and intermediate districts must have proper immunization records for at least 90% of their entering students to avoid penalties.
- If a district or intermediate district fails to meet the compliance thresholds, the MDE will withhold 5% of the total state funding due to that district or intermediate district under the State School Aid Act.
HB 6208 – All Child Care Facilities
Section 3m(a) states that all staff members in the specified childcare settings must be immunized for diseases prescribed by the Michigan Department of Health and Human Services (MDHHS)
HB 6209 – Vaccination Compliance and Rates for Child Care Must be posted on public websites
- Implication is that childcare facilities must have a system for tracking and documenting the immunization status of both children and staff.
- The total number of children enrolled at each level of care.
- The number of children at each level of care with documented up-to-date immunizations.
- The number of children at each level of care for whom the center has received a statement indicating no immunization due to religious conviction or other objections.
HB 6210 – Local Health Authorities have new power
Local health officers are obligated to implement strategies to improve immunization rates among school-aged children in their jurisdictions, aiming to achieve the minimum percentage levels set by the state. These actions might include organizing immunization clinics, conducting outreach and education campaigns, or addressing barriers to vaccination access.

The bill seeks to enact the “Reproductive Health Data Privacy Act,” which would, among other things, prohibit the collecting or processing of an individual’s reproductive health data without obtaining their informed consent, which would include providing them with privacy information and the specified purposes the data would be used for.
Testifying to the committee about her bill, McMorrow said the prevalence of digital devices and the personal information we surrender to them, usually unwittingly, was something that was of great concern.
“How many of us have a smartwatch or a fitness tracker? I have one myself,” she said, holding up her wrist. “While it’s primarily a running watch, this little thing does a lot more,” said McMorrow, noting that it can track her stress levels and water intake, as well as provide the option to track menstrual cycles.

Bird Flu Background
- April 2024, the FDA announced that some pasteurized milk samples tested positive for remnants of H5N1, the bird flu virus. However, they stated that positive tests posed no threat to consumers as pasteurization kills or inactivates bacteria
- The bird flu outbreak in dairy cattle began in March 2024.
- 15 states have cattle infected with the virus, spreading across 720 herds,
- Experts believe the number of infected herds is likely higher due to the lack of mandatory testing.
The first round of testing under the new order will begin the week of December 16, 2024, and will target milk in California, Colorado, Michigan, Mississippi, Oregon, and Pennsylvania.

The Food and Drug Administration announced Tuesday that samples of pasteurized milk taken from grocery store shelves had tested positive for bird flu, also known as Highly Pathogenic Avian Influenza (HPAI) or H5N1. On Thursday, the agency announced that one in five milk samples nationwide showed genetic traces of the virus. Milk samples from areas with infected herds were more likely to test positive.
The FDA used quantitative polymerase chain reaction (qPCR) testing to check the milk.
Although the findings are concerning, it doesn’t necessarily mean the milk contains a live virus that could cause an infection, explained Nam Tran, a professor and senior director of clinical pathology at UC Davis Health.
“With qPCR tests, the genetic material, not necessarily the whole active or infectious virus, is what is detected. In the case of food, the genetic material, the RNA found in the grocery store milk samples, may not be the infectious H5N1 virus, but fragments from it,” Tran said.

US Senate Bill May Stop Gotion?
Legislation introduced in the U.S. Senate on Friday could derail efforts by the Chinese Communist Party-affiliated Gotion Inc. to build an electric vehicle battery component plant in Michigan.
Gotion is receiving $715 million in state taxpayer subsidies through a secretly negotiated deal with Gov. Gretchen Whitmer’s administration to build a battery component plant in Mecosta County, and the company is eying further support from Washington.
A recently finalized Treasury Department rule for 45X tax credits would allow Gotion and other foreign companies to access federal incentives for producing battery components, and U.S. Rep. John Moolenaar, R-Mich., is leading a charge to prevent that from happening.
