Show Notes: OZFest Deep Dive – Breakaway Civilzation

Energy And Infrastructure

Controlled Descalation or Depopulation

“Breakaway Civilization” is concisely defined as

a parallel system that has been created, operating separate from and not subject to the laws of the existing governmental and legal structures. It’s sometimes referred to as the “national security state”. According to Catherine Fitts, the decision was made to create this parallel system, and it was built “very quietly and visibly” alongside the existing one. The concept suggests operating under a “different governance structure” that doesn’t have to obey the laws of the United States.
Here are specific examples and components cited by Catherine Fitts that illustrate this Breakaway Civilization or Parallel System:

Missing Money: A core aspect is the disappearance of trillions of dollars from the US government’s financial records through “undocumentable adjustments”. This includes reports of 4.1 trillion missing from DoD and HUD by 9/11, and 21 trillion between fiscal 1998 and fiscal 2015. This money is described as being “sucked” from conventional systems like pension funds and moved into this parallel system, potentially financing a “private government”.

Secret Financing and Black Budget: The system is linked to the government’s use of a “black budget” and “secret financing” for classified projects.

Bank of International Settlements (BIS): The BIS is highlighted as the “central bank of central banks” that operates outside traditional legal boundaries. It possesses sovereign immunity, meaning it is “above the law” and essentially “its own country”. Crucially, it has the ability to move and hold money secretly on its balance sheet. The BIS, along with organizations like the IMF, World Bank, and UN, are seen as part of an “international overlay of organizations that have various forms of sovereign immunity”.

FASAB Statement 56: This administrative policy, implemented after the Kavanaugh hearings, allows a secret group of people to move money out of the official financial disclosures of the US government, numerous related entities, big banks, and contractors. This policy is described as effectively making conventional financial statements “meaningless” and taking the position that an administrative rule can overrule the Constitution, laws, and regulations regarding financial matters.

Systemically Important Financial Institutions (SIFIs): Banks designated as Systemically Important Financial Institutions under the BIS and Financial Stability Board are described as being effectively “free to break the law”. They may at most have to pay a portion of their profits back to the Department of Justice, which is seen as a “formal kickback system”, extending the concept of sovereign immunity from the BIS to these banks.

Extensive Underground Base and City Infrastructure: Significant resources have been put into building a large number of underground bases, cities, and transportation systems. These facilities are described as being built “very quietly and visibly” and are estimated to number around 170 in and around the United States, including under the ocean. This construction is linked to needing secrecy for activities like a “secret space program” or preparation for “near extinction events”.

Independent Energy Sources: These underground facilities are believed to utilize independent energy sources, potentially non-publicly disclosed “breakthrough energy” technology, used in a “controlled secret way”.

The Harvard Corporation/Endowment: The Harvard Corporation, managing the university and its massive endowment, is presented as a powerful entity, described as one of the most important investment syndicates in the world. Its structure (tax exemption, self-perpetuating board) and significant capital are seen as relevant to how powerful, potentially hidden, pools of capital operate.

The “Just Do It” Method of Governance: The decision was reportedly made to “re-engineer government” outside of traditional processes, focusing on pulling money out of the old system, putting the government in a debt trap, and shifting to a “control model”. This indicates a fundamental break from conventional democratic or legal governance.

Data Centers as Central To Economy

The data center boom is described as the “only sort of crackling sparkling piece of the real estate market right now” or development market.

These data centers are referred to as “control grids” or “control nodes”.

There are “massive bets economic bets on the success of AI”, and this boom is seen as intrinsically linked to the success of artificial intelligence.

A significant challenge or “missing piece” for this boom is energy, specifically “how do you power all that”. The source suggests that the requirement for this energy is forcing policymakers to address the energy question. One potential implication is that this could lead to the necessity of bringing out “breakthrough energy”.

The need for energy for these control nodes is also linked, somewhat speculatively, to the idea that policymakers might think about things like building nuclear plants or even needing to “repopulate”

Digital Currency And Control

Effort by governments around the world to digitize commerce and currency is an attempt to control people through money. This is described as converting a currency system into a control system, essentially the end of currency as we knew it, leading to what she terms a “digital concentration camp” offering complete and utter control.
The idea of the “invisible corral” highlights the stealthy and long-term nature of this process. Fitts states that it’s “absolutely happening” and has “been happening for a long time”. The metaphor of an “invisible corral” suggests that the infrastructure and mechanisms for this control system have been built “very quietly and visibly before you throw the trap”. This approach is necessary to “sneak up on the many”.

The digital control system itself is designed to allow for the surveillance, control, and influence of one person at a time. Using AI and software, each person can have a custom surveillance, influence, nudging, and control system, including enforcement and punishment. The ultimate enforcement mechanism is the control over money, which could be used to “starve people to death” or “kill them”. This could involve setting rules, such as restrictions on movement or mandates, and then using technology to turn off money or credit cards if those rules are not followed. The source refers to a statement by the general manager of the Bank of International Settlements acknowledging their ability to set rules on how money works and having the technology to enforce them.
The system involves not only government surveillance but also corporations tracking individuals with AI and software bots to learn from, influence, and extract value from them. Once an all-digital system is in place, there is considered to be “no escape”, and the enforcement of rules becomes absolute. The example of the Canadian truckers, whose money and their friends’ money were cut off, is given as a manifestation of this control being exercised.

Much of the implementation plan, the “marketing plan,” is described as invisible and crafted one by one. This aligns with the quiet, individualistic aspect of the “invisible corral,” where tactics like nudging, buying compliance, and using carrots and sticks are applied to get people into the “trap”. There is a perceived push to complete this system by 2030.
